Manager, Program Monitoring & Compliance

Classification Standards: Under the direction of the Controller, this position will assist in the daily operations of the financial department of LAHSA.  This position will directly supervise the Supervising Sub-Recipient Program Monitors, the Grievance Coordinator and the Monitoring and Compliance Analyst; in the conduct of program monitoring activities with LAHSA sub-recipient contractors, funding agencies and auditors.  Areas of responsibility include managing the daily operations of the program components of the Monitoring and Compliance program and assisting monitoring staff with the completion of program sub-recipient monitoring, including finalization of reports, and working with the Fiscal Monitoring and Compliance Manager to co-manage the Monitoring and Compliance Administrative Assistant, with the overall administration of the monitoring program.

 

Minimum Qualifications: The ability to read, interpret and apply laws, rules, regulations, policies and/or procedures. Ensure compliance with contract terms, policies and procedures, etc. Communicate information and ideas clearly, and concisely, in writing; read and understand information presented in writing. Evaluate information against a set of standards. Observe and evaluate the outcomes of a problem solution to identify lessons learned or redirect efforts. The ideal candidate will thrive in an environment where coordination and collaboration are critical to success.   This position works closely with LAHSA staff and homeless services agencies in accomplishing the following: 

  • Initiates, maintains, and revises policies and procedures for the general operation of the program components of the compliance program and its related activities to identify compliance issues and promptly address them.
  • Develops and periodically reviews and updates Program compliance materials for program monitoring team.
  • Acts as an independent review and evaluation body to ensure that program compliance issues and concerns within the organization are being appropriately evaluated, investigated, and resolved.
  • Collaborates with other departments to direct compliance issues to appropriate existing channels for review, investigation and resolution.
  • Advance the quality management system, lead management review meetings and ensure that LAHSA maintains adequate quality controls over programs and activities related to the mission.
  • Coordinates internal compliance investigations and routine audits
  • Responds to alleged grievances, violations of rules, regulations, policies, procedures, and Standards of Conduct by evaluating or recommending the initiation of investigative procedures.
  • Develops and oversees a system for uniform handling of such violations.
  • Monitors, and as necessary, coordinates compliance activities of other departments to remain abreast of the status of all compliance activities and to identify trends.
  • Consults with General Counsel as needed to resolve difficult legal compliance issues
  • Oversee and train LAHSA program monitoring staff to complete program sub-recipient monitoring, including the finalization of reports.
  • Develops, initiates, maintains, and revises policies and procedures for the general operation of the compliance program and its related activities to identify compliance issues and promptly address them.
  • Identifies potential areas of compliance vulnerability and risk, develops and implements corrective action plans for resolution of problematic issues, and provides general guidance on how to avoid or deal with similar situations in the future.
  • Works with the Human Resources Department and others as appropriate to develop effective compliance training program, including appropriate introductory training for new employees and ongoing training for all fiscal and contract management employees and managers.
  • Work with homeless services agencies to ensure compliance with contract terms, policies and procedures, and provide any necessary technical assistance.
  • Read, interpret and apply laws, rules, regulations, policies and/or procedures.
  • Maintain professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; benchmarking state-of-the-art practices; participating in professional societies.

  • Supervise LAHSA program monitoring staff.
  • Oversee, conduct and supervise monitoring visits of program subrecipients to verify accuracy of records, compliance with standards, laws, regulations, performance and policies and procedures.
  • Train LAHSA staff in program compliance and monitoring standards as well as practices.
  • Develop training materials for agency technical assistance in program compliance issues and works closely with agencies with ongoing compliance issues.
  • Compile monitoring findings and communicate the results and recommendations for improvements to systems and procedures.
  • Provide reports on a regular basis, and as directed or requested, keeps senior management informed of the operation and progress of compliance efforts.
  • Oversee the establishment and implementation of the sub-recipient program monitoring tools and procedures of LAHSA.
  • Responsible for scheduling and tracking sub-recipient program monitoring visits.
  • Create and oversee the system for the management of identified program monitoring issues.
  • Provides reports on a regular basis, and as directed or requested, to keep the Finance, Contracts, & Grants Management Committee of the Board and senior management informed of the operation and progress of compliance efforts.
  • Maintain the accuracy and data quality within the Homeless Management Information Systems data base (HMIS).
  • Assume other responsibilities as designated by Chief Financial Officer and Controller.

Knowledge Of: 

  • Fund accounting and program grants management of federal and non-federal funds.
  • Homeless funding regulations, requirements and procedures, including the HUD CoC Program (formally the Supportive Housing Program [SHP]), Independent Living Program (ILP), Department of Public and Social Services (DPSS), Emergency Solutions Grants (ESG), and Community Development Block Grants (CDBG).
  • LAHSA homeless program types.
  • OMB Circulars A‐110, A‐122, A‐133 and general ledger management and maintenance.
  • 2 CFR 200 (Uniform Administrative Requirements) and general ledger management and maintenance.
  • Team‐based project management.
  • Intermediate or advanced level understanding of computer software programs, specifically Microsoft Office (Word, Excel, Access, Power Point and Outlook) and the internet, as well as working knowledge of project management software (MS Project).
  • Knowledge of fund accounting software, preferably MIP (Sage).

Experience Requirements: Candidate must possess a minimum of five years of experience in a governmental or non-profit organization, preferably with supervisory experience.   Successful candidate is required to have strong knowledge of the social services field and/or successful management and implementation of programs in the non-profit, government, or private sector  The candidate would ideally possess strong research, information management and communications skills.

Education Requirements:  Graduation from an accredited college with a Bachelor’s Degree in the social sciences; an equivalent combination of applicable training and experience may be substituted for educational requirements.

Other Requirements:

  • A valid Driver’s License, as travel to subrecipient sites is mandatory.
